Written Statement before ECOSOC High-Level Segment in 2024

Just Transition

Citizens' Coalition for Economic Justice (Special, 1999)

On the UN ECOSOC’s 2024 High-level Segment theme “from the SDG Summit to the Summit of the Future,” regarding climate action, of particular interest to a just transition of valuable workforces, quality jobs and fair wages through a paradigm shift from exploiting not only fossil fuels, but also nuclear power to renewable energy that effects environmentally sustainable inclusive growth for all, are we the Citizens strongly recommending the Just Energy Transition Partnerships (JETPs) for RE100 (Renewable Energy 100%) as our common agendas:

1. Realizing the recent wars, Russia-Ukraine and Hamas-Israel-Iran, have exacerbated the global energy crisis, we are deeply concerned about energy security tied to exploiting nuclear power. In 2022, cutting off natural gas highly inflated not only its prices by 170% but oil prices above $100/barrel; meanwhile, nuclear energy prices decreased by 12% and have been recovering in demand again. These geoeconomic implications might substitute fossil fuels for nuclear business untenably grounded on “CF100 (Carbon Free 100%).”
   
   
2. Recalling the German energiewende [energy turnaround]: growth and welfare without petroleum and uranium, lessoned from the nuclear disasters in Chernobyl (1986) and Fukushima (2011), we should bear in mind “nuclear power is a Faustian bargain: it promises us cheap and abundant energy, but at the cost of our safety and our planet’s future.” Of course, UNECE, IAEA, IEA, and EIC allege that decarbonization is impossible without the expansion of nuclear power. However, we must reconsider the cheap energy transition because uranium imports or nuclear waste reprocessing would bring on the energy dependencies, unproductive subsidies and unfair tariffs on nuclear power as with the fossil fuel subsidies at all-time high.
   
   
3. Taking note of the Solidarity and Just Transition Silesia Declaration (EU, 14545/1/18 REV 1) of the workforce that creates decent work and quality jobs as well as the ILO's Guidelines for a Just Transition towards Environmentally Sustainable Economies and Societies for All, we reaffirm JETPs, a just transition that should be guided by a basic principle of RE100, in pursuit of CF100 without that nuclear business as sure as without carbon-intensive industries, thereby overcoming these energy security vulnerabilities and effecting such a socioeconomy in growth and inclusion for all.
   
   
4. Urging a just transition of valuable workforces, quality jobs and fair wages, as pursuing RE100 with a paradigm shift from exploiting not only fossil fuels but nuclear power to renewable energy that transforms our world: the environmentally sustainable inclusive growth for all, in line with the 2030 Agenda for Sustainable Development, the Paris Agreement, and the Summit of the Future, we are setting the following agendas:

1. 1. Repudiate to expand the exploitation of nuclear power in pursuit of CF100;
      
   2. Adopt RE100;
   3. Just-transition of valuable workforces, quality jobs and fair wages by transiting nuclear power to renewable energy, including:

1. 1. 1. Phase out nuclear power;
      2. De-escalate nuclear dependencies among countries;
      3. Promote and expand renewable energy;
      4. Substitute both fossil fuels and nuclear power for renewable energy;
      5. Just-remunerate workforces for fair wages, quality jobs, and decent work.

정의로운 전환

유엔 경제사회이사회의 2024년 고위급 분과회의 주제인 “지속가능발전목표 정상회담에서 미래의 정상회담으로”에 관하여, 기후 행동과 관련된, 가치있는 노동력, 양질의 일자리, 공정한 임금의 정의로운 전환과 함께 화석 연료뿐만 아니라 원자력 개발로부터 재생에너지로의 패러다임 전환을 통해 모두를 위한 환경적으로 지속 가능한 포괄적 성장을 달성하는 데 특별한 관심을 두고 있는, 우리 시민들(경실련)은 RE100(재생에너지 100%)을 위한 정의로운 에너지 전환 파트너십을 우리의 공통 의제로서 강력히 추천하고자 한다.

1. 최근, 러시아-우크라이나 및 하마스-이스라엘-이란 전쟁이 글로벌 에너지 위기를 악화시켜왔음을 실감하며, 우리는 저렴한 원자력 개발에 의존하는 에너지 안보에 깊이 우려한다. 2022년 천연가스 공급 중단으로 인해 가격이 170% 급등하고 석유 가격도 배럴당 100달러를 초과했지만, 동기간 원자력 에너지 가격은 12% 하락했으며 다시 수요가 몰리면서 회복중에 있다. 이러한 지경학적 함의는 화석 연료를 "CF100(무탄소 100%)"를 근거로한 지속될 수 없는 원자력 비즈니스로 대체할 수도 있음을 시사한다.
   
   
2. 석유와 우라늄 없는 성장과 복지를 통한 독일의 에너지 전환을 상기하며, 체르노빌(1986)과 후쿠시마(2011) 원전사고의 재해로부터 얻은 교훈을 통해, "원자력은 악마(파우스트)와의 거래, 즉 그것은 우리에게 저렴하고 풍부한 에너지를 약속하지만, 그 대가로 우리의 안전과 지구의 미래를 희생한다."라는 점을 명심해야 한다. 물론, 유엔유럽경제위원회, 국제원자력기구, 국제에너지기구, 에너지영향센터는 아무런 증거 없이 원자력의 확대 없이는 탈탄소화가 불가능하다고 주장한다. 그러나 우리는 저렴한 원자력으로의 에너지 전환을 재고해야 한다. 왜냐하면, 우라늄 수입이나 원자력 폐기물 재처리가 에너지 의존성, 비생산적인 보조금, 그리고 화석 연료 보조금과 마찬가지로 불공정한 관세를 초래할 수 있기 때문이다.
   
   
3. 양질의 일자리를 창출하는 노동력에 대한 연대와 정의로운 전환에 관한 시실리아 선언 (EU, 2018) 및 모두를 위해 환경적으로 지속가능한 경제와 사회를 향한 정의로운 전환을 위한 지침 (ILO, 2015)에 주목하며, 우리는 CF100을 추구하는 과정에서 탄소집약 산업을 배제하는 것을 확신하는 것과 같이 원자력 비즈니스 또한 배제하는 RE100을 하나의 기본 원칙으로서 규율하는 정의로운 전환과 파트너십을 재확인함으로써, 이를 통해 석유와 원자력의 이러한 에너지 안보 취약성을 극복하고 환경적으로 지속가능한 사회적 경제를 바탕으로 포용성장을 달성할 수 있다.
   
   
4. 가치있는 노동력, 양질의 일자리, 공정한 임금으로의 정의로운 전환을 촉구하고, 이와 동시에 화석 연료뿐만 아니라 원자력 개발로부터 모두를 위해 환경적으로 지속가능한 포용성장을 달성하는 세계로 변혁하는 재생에너지 개발로의 패러다임 전환과 함께 RE100을 추구하며, 2030 지속 가능 개발 의제, 파리 협정, 미래의 정상회담에 다음과 같은 의제를 설정하고자 한다.

1. 1. CF100을 추구하는 원자력 개발 확장에 반대하라.
   2. RE100을 채택하라.
   3. 원자력 에너지를 재생에너지로 전환함으로써 가치있는 노동력, 양질의 일자리, 공정한 임금으로의 정의로운 전환에는 다음과 같은 사항들을 포함한다.

1. 1. 1. 원자력을 단계적으로 폐지하라.
      2. 국가간 원자력 에너지 의존도를 점감(漸減)하라.
      3. 재생에너지를 촉진하고 확대하라.
      4. 화석 연료 및 원자력을 재생에너지로 대체하라.
      5. 노동력에 대한 공정한 보수를 지급하고, 양질의 일자리를 보장하라.
