홍콩 시민의 안타까운 죽음을 애도하며

홍콩과 중국 정부는 무차별적인 폭력 진압 중단하고, 독립적인 조사위원회를 구성하라

한국 정부는 홍콩 인권 침해에 대한 입장을 표명하라

홍콩이 위태롭다. 지난 3월말부터 시작된 홍콩 시민들의 시위가 8달째 계속되고 있다. 홍콩 시민들은 송환법 개정을 넘어 중국 본토 반환 이후 느꼈던 사회경제적 박탈감과 홍콩의 자치권이 보장되지 않는 현실에 분노하고 있다. 또한 민주주의와 인권, 홍콩의 미래를 위해 계속해서 거리로 나서고 있다. 이런 가운데 홍콩 경찰은 시위대를 무차별적으로 과도하게 진압하고 있어 폭력이 폭력을 낳는 악순환이 계속되고 있다. 게다가 시위에 참여하는 시민들을 향한 ‘백색 테러’ 역시 점점 더 심각해지고 있다. 이런 가운데 지난 4일 시위 도중 경찰이 쏜 최루탄을 피하려다 주차장에서 추락한 것으로 알려진 홍콩과기대 학생 차우츠록(周梓樂)이 어제 오전 끝내 숨을 거두었다. 우리는 한 청년의 안타까운 죽음에 애도를 표하며, 경찰의 진압이 끝내 시위대의 사망으로 이어진 것에 참담함을 느낀다.

 

홍콩 정부가 시민들의 정당한 의사표현의 자유와 집회 시위의 자유를 억압하는 수준은 이미 도를 넘어 섰다. 홍콩 경찰은 시위대를 향해 진압봉을 휘두르고 최루탄을 쏘는 등 무차별적으로 진압하고 있고, 물대포 발사, 특공대 투입에 이어 실탄 사격까지 과도하게 대응해왔다. 현재까지 시위로 인한 체포자 수는 최소 3,000명을 넘어섰고, 기소된 사람은 500명에 육박하고 있다. 특히 시위 과정에서 체포된 15세 이하 청소년의 수 역시 100명을 넘었다. 시위가 격화되는 원인은 경찰의 집회 금지와 이러한 과잉 대응 때문이다. 홍콩과 중국 정부는 홍콩 시민들의 분노에 더 이상 폭력으로 답해서는 안 된다. 송환법 철회 이후에도 민주주의와 인권을 향한 시민들의 요구가 이어지는 이유를 직시하고, 자발적으로 거리로 나오는 시민들의 목소리에 귀 기울여야 한다.

 

홍콩 시위를 지지하는 한국의 시민사회는 홍콩 시민들의 끈질긴 저항에 연대의 뜻을 전하며 홍콩과 중국 정부에 다음과 같이 요구한다.

 

첫째, 경찰의 폭력에 대한 독립적인 조사위원회가 구성되어야 한다. 경찰의 강경 진압으로 끝내 안타까운 죽음이 발생했으며, 경찰이 구조를 가로막았다는 목격자들의 증언이 있는 만큼 이번 사건에 대한 철저한 진상 규명이 필요하다. 이번 사건 뿐만 아니라 경찰의 폭력적인 강경 진압 사례들에 대해 독립적인 조사위원회를 구성하여 사건을 조사해야 한다.

 

둘째, 11월 24일로 예정된 구의회 선거는 예정대로 진행되어야 한다. 정부가 시위를 핑계 삼아 불리한 결과가 예상되는 선거를 연기하려 한다는 의구심이 제기되고 있다. 그러나 홍콩 시민들이 끓어오르는 민의를 표현하고 확인할 기회를 가로막아서는 안 된다.

 

한편, 홍콩의 많은 시민들은 5·18민주화 운동, 6.10민주항쟁, 그리고 지난 촛불혁명에 이르기까지 민주화의 길을 걸어온 한국 시민들이 홍콩 시민들의 손을 잡아 주길 희망하고 있다. 한국의 군부독재 시절 국제사회가 한국의 민주화 운동에 관심과 지지를 표한 것처럼, 이제는 한국도 홍콩에서 일어나는 민주화 열망에 더 많은 관심과 지지를 보내야 한다. 그런 면에서 홍콩의 심각한 상황에 대해 지금껏 아무런 언급도 하지 않은 한국 정부가 ‘유엔 인권이사회 이사국’이라는 것은 부끄러운 일이 아닐 수 없다. 한국 정부는 더 이상 민주주의를 향한 홍콩 시민들의 외침에 침묵해서는 안 된다. 우리는 한국이 국경 너머의 고통에 공감하고 인권 문제에 침묵하지 않는 나라로 기억될 수 있기를 희망한다.

 

오늘 모인 우리는 홍콩 시민들과 함께할 것을 다짐하며, 다시 한 번 요구한다.
- 홍콩과 중국 정부는 시위대에 대한 폭력 진압을 즉각 중단하라
- 홍콩과 중국 정부는 경찰의 폭력 진압에 대한 독립적인 조사위원회를 설치하라
- 홍콩과 중국 정부는 11월 24일 구의회 선거를 예정대로 실시하라
- 한국 정부는 홍콩 인권 침해에 대한 입장을 표명하라

Hong Kong, Mourning the death of Chow Tsz-lok

Hong Kong and the Chinese government should stop the indiscriminate violence and establish an independent committee to investigate arbitrary police violence.

We call on the Korean government to declare a position on the situation of human rights violations in Hong Kong.

 

The current situation in Hong Kong is dire. The protests, which began in late March, have been on-going for eight months. Beyond the amendment to the extradition bill, people are angry with the socio-economic deprivation that resulted upon returning to mainland China and Hong Kongs democracy is not assured. Yet, they continue fighting for democracy, human rights and the future of Hong Kong. The Hong Kong police have quelled the protesters indiscriminately and violence is breeding violence. In addition, the ‘white terror’ against the citizens who participate in the protests is also becoming serious. Chow Tsz-lok, a Hong Kong student fell to his death in a parking garage trying to avoid tear gas shot by police during the protest of November 4. We mourn the unfortunate death of a young man and grieve for the death of a protester led by the violent crackdown of Hong Kong police.

 

Hong Kong has continued to suppress freedom of expression and assembly. Hong Kong police have been indiscriminately suppressing the protests by wielding riot rods, shooting tear gas at protesters, and even using water cannons, special forces, and firing live ammunition. To date, the number of arrested protesters has exceeded at least 3,000 with fully 500 indicted. The number of youth under the age of 15 arrested during the protests also exceeded 100.

 

The ban on assembly and such excessive response of police are intensifying the rallies. Hong Kong and the Chinese government should no longer respond to the anger of Hong Kong citizens with violence. They should the people’s demands for democracy and human rights and attentively listen to the voice of the people.

 

Korean Civil Society groups, which support the Hong Kong protests, are in solidarity with the Hong Kong people for their persistent resistance and demand the Hong Kong and Chinese government to:

 

First, launch an independent investigation committee to investigate arbitrary police violence. There is evidence that the death of Chow was led by the hard-line suppression of police. As there is an eyewitness testimony that the police interfered with the first aid of rescue personnel and blocked the entry of the ambulance into the scene, it is necessary to thoroughly clarify the cause of the death. The Hong Kong government should establish an independent investigation committee to look into any incidents where people were injured or cracked down by the hard-line suppression of police as well as the student’s death.

 

Second, the district council election scheduled for November 24 should proceed as scheduled. The Hong Kong government is trying to put off the election, where the pro-Chinese ruling partys victory is opaque, on the excuse of the ongoing protests. It claims that the election can have a setback if the violent protest continues. However, Hong Kong citizens should not be deprived of any opportunities to express their opinions and wrath.

 

In the meantime, many citizens of Hong Kong hope that Korean citizens who have walked the long path of democratization through the 5.18 Gwangju Democratization Movement, the June Democracy Movement in 1987, and the 2016-2017 candlelight revolution will stand by Hong Kong citizens. Just as the international community expresses interest and support for the countrys pro-democracy movement during the Korean military dictatorship, they are pleading for more interest and support of Koreans for their democratic aspiration. However, the South Korean government has yet to mention the serious situation in Hong Kong.  It is embarrassing to think that Korea, a member of the UN Human Rights Council, has yet to condemn the rights abuses. The South Korean government should no longer be silent about Hong Kong citizens’ cry for democracy. We hope that Korea can be remembered as a country that sympathizes with the pain over the border and is not silent on human rights issues.
We are here today and pledge to stand by Hong Kong citizens and demand:

• Hong Kong and the Chinese government should immediately stop violent crackdown of protesters;


• Hong Kong and the Chinese government should set up an independent investigation committee on the violent crackdown by police;


• Hong Kong and the Chinese government should hold the district council election on November 24 as scheduled;


• The Korean government should express its position on human rights violations in Hong Kong.
